This report, compiled by AI experts from 30 nations, the EU, and the UN, sheds light on the potential benefits and risks associated with the advancement of AI technology.

Potential Benefits and Risks of Advanced AI

The report emphasizes the dual nature of AI, stating that while it has the potential to boost wellbeing, prosperity, and scientific research, it also poses risks such as widespread disinformation and fraud, job disruption, and reinforcement of inequality. There is a lack of universal agreement among experts on various aspects of AI, including current capabilities, potential evolution, and the likelihood of extreme risks like losing control over the technology.

Three Main Categories of Risk

The report identifies three main categories of risk surrounding AI: malicious use, risks from malfunctions, and systemic risks. Malicious use could involve activities such as large-scale scams, fraud, deepfakes, misinformation, cyber attacks, or even the development of biological weapons. Concerns around AI malfunctions include biases unintentionally built into systems and the potential loss of control over autonomous AI systems. Systemic risks encompass impacts on the job market, unequal access to technology development between regions like the West and China, and privacy concerns related to sensitive data training models.

Lee Jong-Ho, said: “AI is the defining technology challenge of our time, but I have always been clear that ensuring its safe development is a shared global issue.”

Uncertain Future of General Purpose AI

The future of general purpose AI is described as “uncertain” in the report, with outcomes ranging from “very good” to “very bad.” It emphasizes that nothing about AI technology is inevitable and calls for further research and discussions to navigate through the uncertainties surrounding its development.

“When I commissioned Professor Bengio to produce this report last year, I was clear it had to reflect the enormous importance of international co-operation to build a scientific evidence-based understanding of advanced AI risks. This is exactly what the report does.”

The Technology Secretary Michelle Donelan emphasized the importance of international cooperation in addressing the challenges posed by AI. The report produced by Professor Yoshua Bengio and his team aims to build a scientific evidence-based understanding of advanced AI risks. It serves as a foundation for discussions at upcoming summits, such as the AI Seoul Summit, where global conversations on AI safety will be advanced.

The final report, expected to be published in time for the AI Action Summit hosted by France, will incorporate feedback from various sectors to keep pace with technological advancements and provide a comprehensive view of advanced AI risks.
